Country Manager: Build a Country Business with AI

Develop a market for sovereign communications and build the workflows, knowledge and relationships that let it grow beyond your personal capacity. You report directly to the CEO and have no direct reports.

The Role

Build a Business That Can Scale

Sover is a sovereign unified-communications platform for governments and regulated organizations: messaging, voice and video calls, workspaces, bots and federation between independent instances, deployed on the customer’s own infrastructure with the Sover Private Cloud included. Its buyers are government and public-sector bodies, law enforcement, critical-infrastructure operators and regulated enterprises. Selling to them takes persistence, sound judgment and a realistic understanding of public procurement.

You propose an eligible market, defend the commercial case, build trusted relationships and lead the opportunity through procurement and deployment. You remain accountable for the customer outcome while working with pre-sales, delivery engineering and qualified local partners. Your mandate includes building repeatable workflows and shared knowledge so the business can grow beyond your own time and attention.

The role needs both depth and breadth. An executive describes a sovereignty concern, a CISO describes a security review and a procurement officer describes the tender. You connect those perspectives to a practical plan for the platform, using your own expertise and involving specialists where their judgment is needed.

Sover distributes the platform globally. IREX (opens in a new tab) distributes Sover only together with the IREX Ethical AI Platform, to existing IREX clients, or both. Sover and IREX are related parties. They share one team, and Sover is majority-owned by IREX co-founder Nik Ptitsyn.

The Mandate

What You Would Own

The Market

Propose a market that meets Sover’s eligibility and client-screening requirements, with a credible path to scale, a named executive sponsor, suitable infrastructure and an identified budget source.

The Coalition

Build a qualified local partner network among IT solution providers to government, private cloud operators and e-government integrators. Sover keeps the end-customer relationship; partners cover deployment, field work, customs and local support.

The Procurement

RFIs, RFPs and formal tenders, security reviews and the multi-year budget cycle an opportunity has to attach itself to.

The Translation

Turn a buyer’s needs into a practical plan for the platform: where it is hosted, who operates it, how separate organizations communicate and what branding or source-code rights the customer needs.

The Economics

Develop the commercial model across subscription, perpetual and source-code licenses and the support packages, the partner economics and a forecast you can defend. Negotiate within Sover’s pricing and approval authority.

The Delivery

Stay accountable through sizing discovery, deployment on the customer’s own servers, Kubernetes cluster or virtual machines, go-live and the first operational review. Capture the lessons and build a customer result that supports expansion.

How We Work

Build Repeatable Workflows

Use deep expertise to guide AI and connect people across functions. Build a way of working that makes each new opportunity easier to execute.

Turn Experience into Shared Knowledge

Sover’s version-controlled knowledge base holds product facts, the sales and security guides and the RFP answer bank. Use it to ground agent work. Add verified market facts, procurement requirements, customer questions, objections, partner assessments and delivery lessons so colleagues and agents can reuse what you learn.

Use AI to Extend Your Capacity

Build and improve agent workflows for research, qualification, proposal preparation, tender analysis and follow-up. Give agents clear sources and instructions, check their outputs and measure whether the workflow improves quality and saves time.

Organize Small Teams around Outcomes

Work in small, outcome-focused groups combining your own work, AI agents, internal specialists and local partners. Define the result, assign responsibilities and set quality checks. You lead through clear briefs and sound decisions, with no direct reports.

Act Decisively with Clear Accountability

Take initiative within agreed authority and test routine improvements quickly. Customer commitments, pricing, technical design and sensitive decisions require the appropriate review. Check AI-generated claims against approved sources, report failures openly and improve the process.

The Profile

What We Look For

  • Deep expertise in a relevant domain. Bring demonstrated depth in government procurement, complex enterprise sales, secure communications or public-sector IT. Use it to ask better questions, recognize weak assumptions and evaluate AI output.

  • Breadth across the business. Connect customer needs, commercial decisions, technical constraints and delivery. Combine that breadth with domain depth and know when to involve a specialist.

  • Evidence of entrepreneurial ownership. Show an outcome you owned from beginning to end: a business, a market, a complex program or a customer relationship. Explain your decisions, results and what you changed when an approach failed.

  • Market access and institutional understanding. Bring credible relationships in your proposed market and an understanding of how governments and regulated organizations buy. Explain how decisions are made and how you would earn further access.

  • Curiosity, broad knowledge and persistence. Learn unfamiliar disciplines, connect ideas and adjust when evidence changes. Show an AI workflow you built, how you checked its outputs and what it improved.

  • Technical literacy and clear communication. Work effectively with executives, security reviewers, engineers and procurement teams. An engineering or scientific background is useful; equivalent practical experience can demonstrate the same ability.

Ownership and Progress

What Ownership Looks Like

  1. Stay Close to the Work

Research the market, lead customer conversations and take responsibility for the commercial case. Coordinate specialists with enough understanding to ask useful questions and resolve dependencies. Keep the customer outcome in view through deployment and expansion.

  2. Build beyond Your Own Capacity

Turn recurring work into reliable workflows and make your knowledge available to others. Define what can proceed independently and what needs review. Measure your contribution through customer results and the ability of colleagues, partners and agents to accomplish more.

  3. Make Early Progress Visible

Establish a defensible market plan, a qualified partner approach, meaningful customer discovery and a realistic procurement and funding path. Build a reusable market knowledge base and test the agent workflows that support it. Review evidence and next steps with the CEO.

  4. Deliver Lasting Results

Over time, success means qualified opportunities advancing, credible forecasts, signed business, successful deployments and expansion supported by customer results. It also means accurate proposals, clear responsibilities, reusable knowledge and fewer recurring tasks that depend on one person.

What does selling Sover to a government actually require?

Evidence rather than enthusiasm. A public buyer asks where its data will be hosted, who operates the service, how separate organizations communicate and what branding or source-code rights it gets. Sover is user-hosted on the customer’s own infrastructure with the Sover Private Cloud included, the source code can be licensed and the apps can ship under the customer’s own brand, so each of those has an answer you can show. A demonstration is scheduled only after its release, client, permissions and enabled options have been checked.

Who buys Sover?

Government and public-sector bodies, law enforcement, critical-infrastructure operators and regulated enterprises. Their conversations concern control over hosting, organizational access, communication between organizations and integration with operational systems.

How do AI agents change this role?

They stand in for the team you would otherwise have to hire before you had revenue. Market research, qualification, proposal and tender drafting, partner identification and security questionnaires can be agent-assisted, working from the knowledge base the team maintains, with you reviewing and owning the output. That is how the role carries no direct reports and still expects a country business.

Why is privacy a commercial argument in this job?

Because it is what the buyer’s security reviewers test. Sover neither owns nor accesses customer messages, and the customer sets the policy: what federates, who may join and what is retained. Saying plainly what the platform does not do, including that it holds no formal certification, is worth more in a tender than an overstatement.

Which markets qualify?

Propose a market that meets Sover’s eligibility and client-screening requirements; restricted jurisdictions do not qualify. We look for a public commitment to data sovereignty, a named executive sponsor, suitable infrastructure and an identified budget source, plus a qualified local partner. A buyer looking only for the lowest-cost messaging option is not a fit.

What happens if the market I propose does not pass the screen?

We tell you what was missing, and you either make the case again or choose another market. Running that screen honestly is part of the job, and a candidate who talks themselves out of a weak market has already shown something useful.

Who would I report to?

Calvin Yadav, Co-Founder and Chief Executive Officer, directly. The team is on the About page.

Do I need to know secure communications before I start?

You need deep expertise in a relevant domain and the ability to learn the platform quickly. Start with the platform pages on this site and explain what you understand, what remains uncertain and where you would seek specialist input.
