Sover: Sovereign Communications for People and AI Agents

Messaging, calls and video that a nation runs on its own servers, for its people and the AI agents that work for them, under its own law.

Our Mission

Sovereign Communications for People and AI Agents, under the Law of the Nation That Runs Them

Communications have become national infrastructure. Ministries coordinate through messengers, agencies dispatch through them, and citizens reach their government through them. More of that traffic will come from AI agents acting for people. When those conversations run on a platform a nation does not control, the rules that govern them are written somewhere else.

So Sover is built the other way round. It is user-hosted: the platform installs on servers the customer owns or chooses, people and AI agents work in the same chats and calls under one security policy, and the customer decides through federation what crosses its borders. Sover neither owns nor accesses customer messages.

Communications are infrastructure. A nation should own its infrastructure, see into it and set its rules.

What We Hold To

Our Values

Sovereignty by Design

The platform installs on infrastructure the customer owns or chooses and runs under the customer’s own policies. The source code can be licensed and the apps released under the customer’s own name and brand.

Ethics and Privacy First

Sover neither owns nor accesses customer messages. Policy belongs to the customer: what is retained, who may join and what crosses to other instances are decisions taken under the customer’s own law.

Knowing Our Clients

We run background checks on every prospective client and project to ensure fair use of the platform, and we decline business with parties we judge high-risk in relation to data collection and security.

AI-Native Communications

People and AI Agents in One Network

Sover is a communication platform for people and for AI agents. The AI models and agents a customer approves connect through the Model Context Protocol (MCP) and the Sover Bot API, and take part as participants, not plug-ins.

An agent acts for a user only within the limits the security policy sets, appears as its own account, reviews the message history it is permitted to see and can join a video conference alongside people.

Data Sovereignty

Your Conversations. Your Infrastructure. Your Data.

A government cannot outsource custody of its own conversations. Sover is user-hosted by design: the platform installs on infrastructure the customer owns, on its own servers with the Sover Private Cloud, its Kubernetes cluster or its virtual machines, and Sover neither owns nor accesses customer messages.

Customer Ownership of Messages

Sover neither owns nor accesses customer messages. On your own hardware, message history, credentials and all application state stay under your control.

On-Premises, Private Cloud Included

Run Sover on your own servers with the Sover Private Cloud, on your Kubernetes cluster or on your virtual machines. It is user-hosted, never a public multi-tenant service.

Your Code, Your Brand

License the source code and release the apps under your own name and brand.

Identity and Audit

Mandatory two-factor authentication, role-based access control, device and session management, and audit logging.

Who owns the data and the infrastructure?

You do. Sover is user-hosted, on your own servers, your Kubernetes cluster or your virtual machines, and Sover neither owns nor accesses customer messages. Message history, credentials and application state stay under your control.

Is Sover a public cloud messenger?

No. Sover is not a public multi-tenant service. A national operator can run shared instances for citizens or small businesses on its own infrastructure, as part of its own service.

How are Sover and IREX related?

Sover and IREX are related parties. They share one team, and Sover is majority-owned by IREX co-founder Nik Ptitsyn. Sover is also the secure front end to the IREX Ethical AI Platform, for alarm notifications and Ask IREX, shipping in beta on selected instances.

Can AI agents use Sover?

Yes. The AI agents a customer approves connect through MCP and the Sover Bot API, act for users only within the security policy, and can join video conferences alongside people.
